The flag is orange with its emblem in the middle of the flag — sources: official photos of 2022 and 2023.

The emblem on the flag reads «Proteção Civil e Bombeiros» (= Civil defense and firefighting), and that’s the full name used in the reported 2023 inauguration of its new leader: Serviço Nacional de Proteção Civil e Bombeiros (= national civil defense service and firefighting). However it seems this is a recent addition, as the service’s a web presence, through their Facebook account, still uses only Serviço Nacional de Proteção Civil; the corresponding domain name, "snpc.cv", used previously, has recently expired…

Pre-existing (?) emblem on the flag

At the official web site, the emblem of the Civil Defense of Cape Verde includes a blue triangle on orange, as prescribed by the Geneva Convention (it’s almost identical to the Portuguese one, as of 2001). I could not find any mention to a flag, though, nor shown nor described.
